It breaks my heart to read about the devastating bushfires in Australia. Each day, new horrifying accounts emerge, seemingly with no end in sight. Thankfully there are some heart-warming stories too, stories of the courage of firefighters — affectionately known as firies — and the generosity of strangers.
While I’m a world away in London now, I grew up in a small town called Cockatoo in Victoria, Australia. Our home was a tree-changer’s delight — a big isolated plot surrounded by eucalyptus trees, with a forest just across the road. But in summer, it was a fire trap — the threat hung over our heads.
Before I was born, my parents almost lost their home in the Ash Wednesday bushfires. Dad told us fragments of stories and several clues were dotted around the property — blackened tree trunks here, a cracked window left unfixed there. My parents were amongst the lucky ones though. In that tiny town, 6 people lost their lives and 307 buildings were destroyed. In total, 75 people lost their lives across Victoria and South Australia.
The fires burnt an enduring fear into my mind; a fear shared by all in our community, but rarely discussed. I shuddered whenever I heard the alarm of the local fire-station, it sounded just an air raid siren from the war films.
While children in most countries are taught a little about fire — stop, drop and roll — my sister and I were taught detailed fire survival strategies: to fill the bathtubs; to have thick woollen blankets to hand; how to find and use firehoses; how to fight ember attacks; how to locate a fire bunker; and to have your life packed into a box, ready to flee if the time comes.
Sadly, a lot of kids living in the Australian bush are taught similar things. Only now, it must be so much harder for them, as they know that the fires are likely to become more ferocious and frequent over time.
Yes, Australians are used to fire. It is no surprise that they are amongst the best in the world at preparing for and responding to bushfires. Yet no amount of skill, training and resolve could have prepared Aussies for the megafires of 2019/20. Even though I grew up in a fire zone, I can’t even begin to imagine what the affected communities have been through.
At the time of writing, the fires have burnt through more than 10 million hectares, an area larger than Portugal. To put that in context, the 2019 Amazon fires, the 2018 California fires and the aforementioned Ash Wednesday bushfires all burnt less than 1 million hectares each. At least 27 people have died and more than 2,000 homes have been destroyed.
Leaders throughout history have stepped up at such trying times, not Australian Prime Minister (PM) Scott Morrison — he has proven himself feckless and heartless. To cite some examples: he has regularly tried to blame others, particularly the states; he drew the ire of citizens by taking a holiday in Hawaii during the height of the crisis; and when he returned and toured the affected communities, he forced a pregnant lady to shake his hand and then turned his back when she asked for help. Just when it seemed the PM couldn’t be more tone-deaf, he ran self-promoting advertisements online, which took people to a page where they could donate — not to affected communities, but to his political party.
The reaction of one weary firefighter summarised the nation’s sentiment perfectly. After spotting a film crew, he slowed his fire truck to deliver a message “Tell the prime minister to go and get f**ked from Nelligen” before driving off. He later collapsed through exhaustion.
Scott Morrison is in a bind, not that I or anyone else cares. He was installed as PM after hardliners in his conservative party ousted Malcolm Turnbull after attempting to introduce emissions reduction targets(I’ve previously written on Australia’s struggle to introduce a carbon price). Scott Morrison then won an election in 2019, gaining seats in coal-rich areas of Queensland thanks to his support for mining.
The last thing Scott Morrison wanted to do is to make the link between the fires and climate change. Doing so would draw attention to his utter lack of both mitigation and adaptation policies. So, he tried to downplay the extent of the fires — Australia has always had fires after all. Only, that approach made him look (or revealed him to be) callous, dishonest and evasive.
Of course the fires are unprecedented, Australians are in shock and can hardly think or talk of anything else right now. The fires have been burning since September and at times have flared up with alarming intensity.
And of course climate change has played a part. The 2008 Garnaut Climate Review commissioned by the government (albeit by a different party) found that “fire seasons will start earlier, end slightly later, and generally be more intense. This effect increases over time, but should be directly observable by 2020.”
One of the underlying studies cited by the review, predicted a 15 to 65% increase in extreme fire days by 2020 under 1°C of warming (which is where we are now) and a 100% to 300% increase by 2050 at 2.9°C warming (which is where we seem to be heading). The report defines an extreme fire day as “Fire suppression virtually impossible on any part of the fire line due to the potential for extreme and sudden changes in fire behaviour.”
The report also warns that “Early season starts suggest a smaller window for pre-season fuel-reduction burns,” blunting one of the key tools that firefighters have to reduce risk.
The current Australian government has effectively ignored these warnings by not pulling its weight on climate change action, nor investing sufficiently in adaptation measures. Its do-nothing strategy is exposing firies to increasingly unrealistic demands and inflicting misery on countless communities.
Australia must urgently create effective policies to lead on climate change action. It must also make tough decisions on how to cope with the projected increased frequency and severity of fires and other natural disasters.
Climate change must be treated as a non-partisan issue, as it once was and as it currently is in the UK and many other parts of the world. After all, the effects of climate change do not respect party lines.
Unfortunately, despite the warnings and the traumatic bushfires, we’re unlikely to see Scott Morrison or his party change their stance any time soon. Expect the same three arguments against climate change mitigation to be dusted off and wheeled out again. As the planet cannot afford further delay, let’s debunk all three now.
Myth 1: Australia is too small to make a difference
Opponents of meaningful climate action argue that Australia can’t make a difference, because it only emits 1.3% of global greenhouse gas emissions.
There are many issues with this argument:
a) Climate change action requires a joint global effort, with everyone pulling their weight. Australia is not currently doing that. It has the single highest per capita emissions of all OECD countries and has higher total annual emissions than the UK despite having a third of the population. It was recently ranked dead last out of an assessment of the climate policies of 57 countries.
b) It is impossible to encourage others to make deeper emission cuts from position of weakness. Australia has lost all credibility at climate conferences. However, if it set its own ambitious target, it could shame other countries into stronger action.
c) Australia has been accused of actively obstructing global and regional climate agreements, including the COP25 and the 2019 Pacific Islands Forum. That is, it is using its purportedly limited influence to push in the opposite direction.
Myth 2: Australia is on track to meet its Paris Agreement targets
Scott Morrison often states that Australia will meet its Paris Agreement targets “in a canter”. The only problem is, it isn’t true — Australia’s emissions continue to rise. The 2019 UN Emissions Gap report mentions that it will be “challenging” for Australia to meet its reduction target, particularly as it has “no major policy tool to encourage emission reductions”.
The reason for Scott Morrison’s confidence is that he is planning to use an accounting trick to help Australia meet its commitments on paper. The UN states that “it appears that the Australian Government intends to use carry-over permits from the Kyoto Protocol to do so”.
To put it simply, the Australian government isn’t planning to reduce emissions in real terms at all: “The latest projection published by the Government shows that emissions would remain largely unchanged up to 2030”.
Climate change doesn’t recognise questionable accounting techniques, however, so Australia is effectively exacerbating the issue, while other — and in most cases poorer — countries bear the burden of reducing global emissions. It is difficult to see how this meets Scott Morrison’s much repeated mantra of a ‘fair go’.
Myth 3: Strong climate action will ruin the economy
The Garnaut Review — like the UK’s Stern Review before it — found that the benefits of mitigating climate change greatly outweigh the cost, “Australia’s interest lies in the world adopting a strong and effective position on climate change mitigation”.
Australia’s economy will suffer from the effects of climate change more than most. In particular, climate change will have adverse impacts on tourism (the Great Barrier Reef is expected to perish at 2 degrees warming), agriculture and will cause increasing physical damage to infrastructure and properties.
A report by the Australia Institute found that Australia’s economy is more diversified than other fossil fuel exporters and is relatively better placed to cope with a transition out of this sector.
By ramping up coal and fossil fuel exports, Australia is exposing itself to increased transition risk — the risk that the world’s response to climate change will strand assets and affect valuations of carbon intensive companies.
Australia could make its economy more resilient to transition risk by committing to a plan to transition out of coal, as Germany and others have done. It should divert resources to technologies that will prosper in the new carbon economy, like funding research and supporting new Australian technologies to become commercially viable. For example, CSIRO has developed technology to efficiently transport hydrogen to the world — Australia could become a leader in clean fuel exports if only it backs technological breakthroughs like this instead of doubling down on coal.
Phasing out fossil fuel subsidies and reintroducing carbon pricing would further equip Australia’s economy to thrive in a low carbon world.

It really shouldn’t have come to this. As we embrace this new decade, we are faced with the daunting task of needing to halve global CO2 emissions to limit the increase in global average temperatures to the ‘safe’ level of 1.5°C above pre-industrial times. This is despite not yet managing to find a way to arrest the relentless rise in emissions — global emissions have increased by 4% since the Paris Agreement was struck in 2015.
It is tempting to point the finger at others for getting us into this mess — oil companies, governments, lobby groups, capitalism. However, this would be tantamount to admitting defeat and besides, it would do little to solve the problem. We simply do not have enough time to play the blame game. Everyone urgently needs to urgently pitch in if we’re to stop runaway climate change — it will be the fight of our lives. We may not be able to control the situation, but we can certainly change how we respond to it.
A successful — yet morally questionable — artist once sang ‘if you want to make the world a better place, take a look at yourself then make a change’. And that’s the perfect mantra for tackling climate change.
What better time to start than today? There’s no need to take things to extremes, just do what you feel you’re able to. A large number of people making smaller changes can have a greater impact than a small number of people making drastic changes.
Here are 5 ways you can make a big impact in the fight against climate change. You might even save yourself money and improve your health in the process.
1.Consider switching your retirement savings to an ESG fund
Although you probably rarely think about it, your largest single investment other than your home, is likely to be your retirement savings fund (e.g. pension, superannuation or 401(k)). If you are invested in the default option, chances are you are inadvertently funding projects that are inconsistent with limiting climate change, such as new coal mines or coal-fired power plants.
Money talks. Widespread divestment from unsustainable companies will adversely affect their valuations and increase their cost of financing, rendering new projects unviable.
Funds that consider environmental, social and governance (ESG) factors have experienced rapid growth in recent years as awareness of and demand for sustainable investments has increased. For most pension plans, you will have the option to switch your balance to ESG themed investment options. If you don’t, ask your employer why not.
Investing in ESG does not necessarily mean sacrificing investment returns, in fact, the opposite may be true over the long term. ESG data is patchy and historical periods are relatively short, so it is difficult to draw firm conclusions on relative performance at this stage. However, early studies have found that companies that adopt sustainable approaches are more likely to outperform over long-term investment horizons.
ESG conscious investors have had significant wins by influencing heavy polluters to adapt their corporate strategies. For example, asset managers under the Climate Action 100+ coalition co-filed a shareholder resolution, which forced BP to adopt a business strategy that is consistent with the goals of the Paris Agreement.

2.Eat less meat
The simple act of putting food on our plates is a major source of greenhouse gas (GHG) emissions. The IPCC’s fifth assessment report found that GHG emissions from agriculture, forestry and changes in land use represent 25% of total emissions. Almost half of these emissions are driven by livestock (both direct emissions and land use), despite meat and dairy providing less than 20% of the global calorie intake.
Livestock also uses almost 80% of the world’s total agricultural land and is a major source of deforestation and biodiversity loss. Reducing your meat intake is one of most significant steps that you can take to reduce your environmental footprint.
In 2019, the IPCC released a special report, which estimated the potential annual GHG emission savings by 2050 if the world adopted different diets. A vegan diet would reduce emissions by 8 GtCO2-e per annum. To put that in context, the annual emissions of the USA — the second largest emitter — were just over 6 GtCO2-e in 2018. The global Veganuary campaign is a good opportunity to try a vegan diet for a month.
In practice, a vegan diet is likely to be a step too far for most people. If that sounds like you, then other dietary options can still have a significant environmental benefit (see chart below).
A ‘flexitarian’ diet — where three quarters of meat and dairy consumption is replaced with plant-based alternatives — provides most of the environmental benefits of a vegan diet, but allows occasional indulgence in meat in dairy.
Easier still, simply switching from beef and lamb to less intensive meats like chicken, would achieve almost half of the GHG emissions benefits as a full vegetarian diet. The chart below shows the GHG emissions per gram of protein.
3.Lobby and protest
The year 2020 is a critical one for climate action. The five-year ‘ratchet mechanism’ for Nationally Determined Contributions (NDCs) under the Paris Agreement will kick in, requiring countries to either update or communicate a new NDC. Under the agreement, the NDCs should be “ambitious” and represent a “progression over time”. In theory then, we should see a round of stronger commitments announced at COP26 in Glasgow at the end of the year. However, it would be healthy to be sceptical that this will occur unprompted.
Currently, the sum of NDCs is inconsistent with the Paris Agreement objective of limiting the increase in global average temperatures to well below 2°C relative to pre-industrial times, targeting 1.5°C. Even if all of the NDCs are met, we are still on course for a 3.2°C increase, which would not avert the worst effects of climate change and may breach tipping points resulting in runaway global warming. Further, most countries are not even on track to meet the low bar of the current NDCs.
Citizens need to hold their leaders to account to ensure that they increase their NDCs in line with the Paris Agreement and that they put in place concrete plans for achieving these targets. In some countries — such as Australia, Brazil and USA — this is even more important given the alarming rhetoric and poor environmental record of their leaders. In the USA, the primary goal would be to immediately reverse the process to withdraw from the Paris Agreement, which Trump formally commenced in November 2019.
In 2019, Greta Thunberg demonstrated how powerful a democratically voiceless cohort of society can be. Imagine what would happen if voters around the world mobilised in the same way as schoolchildren have. We urgently need to strike fear into politicians’ hearts before delegates are sent to COP26 later this year — the planet cannot afford COP26 to be a flop like COP25 was.
There will plenty of opportunities to get involved over the year. Your degree of commitment and your means of protest is entirely up to you — the most important thing is to add your voice to the movement.
Aside from emissions reduction targets, there are plenty of other worthy environmental campaigns to support, such as halting deforestation and limiting single-use plastic. Patagonia has launched a platform to help people find local grassroots campaigns called Action Works.
4.Plant trees and restore ecosystems
Nature can be a powerful ally in the fight against climate change, but only if we let it. Healthy ecosystems can help lock away carbon, reduce biodiversity loss and provide myriad other benefits.
A 2019 study found that planting trees is the cheapest and most effective way to mitigate climate change and identified land that could support 1.2 trillion trees without encroaching on farmland or urban areas.
The concept seems to be catching on, with political parties in the UK having an arms (or limbs…) race on tree planting policies leading up to the December 2019 election. The Tories promised 30 million per year, the Lib Dems and Labour promised 60 million and the Greens promised 70 million. Meanwhile in America, a social media campaign called #TeamTrees successfully raised money to plant over 20 million trees.
It is not just about the number of trees that matters. Planting swathes of monoculture forests on unsuitable land could potentially have adverse impacts on biodiversity and be less effective at absorbing CO2. Widescale planting should involve a mix of (ideally) native trees that are suited to the local environment. New woodland also requires a strategy for regular maintenance.
If you’re lucky enough to have a backyard, you can give wildlife a helping hand and fight climate change by planting native trees and shrubs. If not, you can join a tree planting day or perform conservation work with a local charity. There are plenty of opportunities even in cities, for example, Trees for Cities runs planting events in cities across the UK . These events are always rewarding and are a good outdoor workout.
You can also help from the comfort of your own home by donating to environmental charities, which plant trees, restore ecosystems or combat deforestation. There are a number of worthy charities to choose from, so find one that speaks to you. A few examples are listed below:
· Woodland Trust — plants trees and protects woods in the UK to create havens for wildlife.
· Tree Aid — helps poverty-stricken Africans generate an income through planting trees.
· Eden Projects — works with local communities around the world to restore forests.
The Trillion Tree Campaign has created an app, which provides a list of tree-planting charities along with details such as survival rates. It also includes a tracker of progress against the trillion trees target.
Finally, another simple and free way to plant trees is to switch your search engine to Ecosia. They have planted over 79 million trees to date by donating their profits to projects across the world.
The concept of Flygskam (or flight shame), which encourages people to fly less, has taken off in recent years. Greta Thunberg helped raise awareness by choosing to travel across Europe by train and to America by sailboat. Given the significant CO2 emissions associated with flying, Greta and the Flygskam movement have a valid point.
A single economy class flight from London to New York emits almost a tonne of CO2, which exceeds the entire annual emissions of an average person in 56 counties. A return trip is equivalent to almost 30% of the average European’s current annual CO2 emissions. It is difficult to see how further growth in the aviation industry can be accommodated at the same time as reducing global emissions in line with the Paris Agreement.
A UN scheme called CORSIA aims to ensure that any increase in international aviation emissions above 2020 levels are offset. However, the scheme will not become mandatory until 2027 — the first voluntary pilot phase starts in 2021. Further, there is debate around what offsets will be allowed and some doubt as to how effective these will be.
Some airlines are responding to concerns by going further than the CORSIA agreement. UK based operator EasyJet became the first major airline to commit to offsetting all emissions across its network. Airlines are also working with aircraft manufacturers to develop hybrid and electric aircraft, although these are unlikely to be commercially viable any time soon.
In the meantime, the best thing that you can do is to avoid unnecessary flights. The second best thing you can do is to pay to offset your flights. That great deal you spotted online may not seem such a bargain once you factor in the cost of emissions.

Beds Are Burning, Midnight Oil
Midnight Oil achieved global success in the ’80s with their single Beds Are Burning.
You’d probably know it if you heard it. And you’d probably recognise
the lead singer — Peter Garrett — with his characteristic shiny head,
beanpole figure and wooden-push-puppet-esque dancing style.
until then, the Aussie pub rock band had steadily been building a cult
domestic following with their politically charged lyrics on
environmental issues, consumerism and militarism. But it was ultimately a
song about the treatment of indigenous Australians that the world
connected with. The chorus ‘how can we sleep while the beds are burning?’
was universally relatable — it was a proxy for the guilt and anger
people felt for continuing to their lives whilst injustices happened all
this sentiment is more relevant than ever, as we face the prospect of
runaway climate change. With each passing day, there seems to be a
growing sense of unease; a feeling that we can no longer sit by as the
world slowly burns. Awareness is building and protesters are becoming
more fervent. We must take meaningful action to stop climate change —
problem is, stopping climate change will require substantial investment
and even those who support action on climate change have proven fickle
at the slightest hint of the bill arriving.
2005, Jørgen Randers was asked by the Norwegian Government to chair a
commission tasked with finding a way to reduce greenhouse gas (GHG)
emissions by two-thirds by 2050. It was a tough brief, but the
commission managed to produce a workable plan that would cost three
hundred dollars, per person per year. Despite Norway being the world’s sixth richest nation, the plan received virtually no support from its citizens — people would rather go shopping.
While this reaction may seem selfish, it is consistent with the behavioural economics concept of hyperbolic discounting,
where people instinctively discount a future benefit heavily when
comparing against an immediate one. The discount tends to be larger
still where the future outcome is more uncertain. Hence, the Norwegians
felt that avoiding a payment of $300 today was preferable to suffering
larger (but uncertain) losses from climate change over the coming
When a more appropriate discount rate is applied, numerous studies — such as the landmark Stern Review — have shown that the benefits of mitigating climate change greatly outweigh the cost.
Norwegian example highlights the inherent challenges with implementing
the measures that are required to tackle climate change — asking people
to defer consumption is a hard sell.
Setting a price on carbon
most efficient and least disruptive way to significantly reduce GHG
emissions is to use market-based mechanisms, especially carbon taxes. Nobel Prize winning economist Michael Spence emphasised the importance of carbon pricing in an interview with Business Insider, ‘there are relatively few things that are almost unanimously agreed upon among economists, but this is surely one of them.’
The International Monetary Fund’s (IMF) October fiscal monitor report
reiterated the efficiency of market-based mechanisms and cautioned that
it would be difficult to achieve emissions reduction targets without
them. The IMF concluded that global carbon taxes of $75 per tonne or
similarly ambitious policy measures are needed to meet the Paris
carbon taxes are lauded by experts, some reject the concept of
market-based mechanisms on the grounds that capitalism and the quest for
unlimited growth got us into this mess in the first place.
a more objective view, under a capitalist economy, markets are simply a
collection of billions of actors making trillions of decisions to find
optimal solutions within a set of constraints. Admittedly this can
result in perverse and downright unjust outcomes. However, if we were to
tweak capitalism to make it more inclusive, for example through adding
new environmental constraints, then markets could be a powerful ally in
the fight against climate change.
the benefits of market-based mechanisms, most countries either do not
price carbon at all or they underprice it. The global average carbon
price is $2 per tonne, well short of the IMF’s $75 minimum. This amounts
to a global market failure — participants are continuing to make
decisions that would be sub-optimal if they were made accountable for
the environmental cost of their actions.
How does a carbon tax work?
carbon tax is essentially a market constraint that incentivises
businesses and consumers to change their behaviours to minimise CO2
emissions. The tax is levied on heavy emitters, but the effects spread
throughout the economy.
For example, let’s assume that one tonne of CO2 is emitted per tonne of cement produced. Now, let’s say that applying a new production method
would enable a 50% reduction in CO2 emissions, but would increase
production costs by $25 per tonne. In a competitive market with no
carbon price and where cement is a homogeneous good, a producer would
lose business if it went it alone and moved to the new method. However,
if a $75 carbon tax were applied in this market, it would be optimal for
all firms to adopt the new method — as they would save $12.50 per
tonne — and the sector’s emissions would reduce.
practice, until a global carbon tax applies, schemes need be designed
to minimise ‘carbon leakage’. There would be little point in taxing the
cement producers from the example above if it would just cause them to
move to countries without carbon taxes.

playing field, but are still incentivised to reduce emissions. Further,
it encourages trading partners to implement their own taxes; if their
goods are going to be taxed anyway, they might as well be the ones to
collect the tax revenue.
let’s consider a different example of how a carbon tax affects consumer
behaviour. Let’s say you saw a great deal on a flight from London to
New York for $225 one-way. By taking that flight you would be
responsible for emitting about 1 tonne of CO2.
If a $75 per tonne carbon tax were applied to the aviation industry,
your flight would rise to $300 (assuming the tax is fully passed on) — a
33% increase. After the tax, the price would seem less attractive,
demand would reduce and airlines would cut flights and increase their
focus on hybrid and electric aircraft.
the above example relates to discretionary spending, carbon taxes also
increase the cost of essential goods, such as electricity and fuel
prices. For this reason, there is a raft of practical challenges
associated with implementing carbon taxes.
Carbon tax challenges
IMF estimates that a carbon tax of $75 per tonne would increase energy
bills by 45% and petrol prices by 15%. Unless carefully managed, such a
sharp increase would be overwhelmingly rejected by the public and
possibly cause riots.

could trigger. This prospect makes them reluctant to implement such
For example, the Gilets Jaunes protest movement was triggered by a planned diesel fuel tax increase of 6.5 cents per litre.
The increase was a relatively modest 4% of the total cost per litre
based on today’s prices, although this was in the context of much larger
increase in fuel prices over the preceding 12-month period.
It would be wrong though to jump to the conclusion that these protesters do not care about the environment. For example, 93% of French citizens support targets for the EU to become carbon neutral by 2050. Further, a communique issued by the Gilets Jaunes demanded a fairer climate change transition and made clear that they are not against carbon pricing in general.
should not avoid carbon taxes altogether, but rather they should be
cautious as to how they design and implement them. Carbon taxes must
include compensatory measures, to reduce the disproportionate burden on
poorer households. These measures could include reducing taxes on lower
income bands or providing rebates to households for energy efficiency
The Australian experience — where did it all go wrong?
Prime Minister of Australia is a position that comes with all of the
perks that you might expect — a large salary, two fully-staffed
residences in prime locations, a limousine and an official aircraft. If
that weren’t enough, the position also comes with the dubious honour of
being immortalised in bust form on Prime Ministers Avenue at the Ballarat Botanical Gardens in Victoria. Or at least that was that plan.
politics has generally been fairly stable. Power has shifted every 10
years or so between the two big parties — the Liberals, who confusingly
are actually conservatives, and Labor, who are liberals, but sometimes
also act like conservatives. However, after an 11-year stint by Liberal
Prime Minister John Howard, there was a volatile period, which saw the
Prime Minister change 6 times over the next 11 years.
This unprecedented period of change caused such a strain on the Ballarat bust tradition that the bequeathed funding dried up
and both the current and former Prime Minister remain absent from the
park. And it is all linked to climate change, specifically the the quest
to to put a price on carbon.
all started when Kevin Rudd defeated long-standing Prime Minister John
Howard in the 2007 election based on a platform of change. Rudd’s
campaign promised action on climate change including ratifying the Kyoto
Protocol and implementing an Emissions Trading Scheme (ETS). Midnight
Oil’s Peter Garrett even won a seat and was made the Environment
commissioned a comprehensive review of climate change and worked to set
a carbon price via an ETS, but ultimately he didn’t have the numbers in
the Senate. After the bill was voted down, the opposition leader —
Malcolm Turnbull — announced that he would support the measure, ensuring
vocal section of the Liberal party, however, was firmly against setting
a carbon price and so they triggered a leadership challenge, which Tony
Abbott — a self-professed climate sceptic — narrowly won. Abbott
immediately withdrew support for the ETS and the bill was defeated a
second time and subsequently shelved.

another election, which Gillard won narrowly by forming a minority

swept to power in the 2013 election with the promise to ‘axe the tax’.
The carbon tax was revoked on 1 July 2014, just two years after it
2015, Abbott was so universally disliked that the Liberals switched
back to Turnbull who went on to win the 2015 election. However, Turnbull
never quite managed to overcome resistance within his party to climate
change action and was eventually replaced by Scott Morrison in 2018 — a
man who once brought a lump of coal into parliament.
2019 election again focussed on climate change. Labor promised stronger
action, Liberals ran a fear campaign on what that action would cost.
The latter approach was ultimately more successful — particularly in
coal-rich regional Queensland — and Morrison won with an increased
majority. Perhaps the one consolation to climate-conscious voters was
schadenfreude from hearing that Tony Abbot had lost his seat.

climate change, more than most. It faces more frequent and severe
floods, heatwaves, droughts and bushfires and also faces the destruction
of its national treasures like the Great Barrier Reef.

which was the largest annual decrease in a decade. Emissions have
steadily risen since the tax was abolished in 2014.

they were subjected to a relentless fear campaign — the tax would
bankrupt families, destroy jobs and kill the economy.

leaders use Australia’s experience as a textbook example of what not to do.
Could global carbon taxes work in practice?
other regions’ attempts to introduce carbon pricing have fared better
than Australia’s. The World Bank reports that 57 different carbon pricing initiatives
have either been implemented or are scheduled for implementation. Some
of these initiatives have been in force for over a decade. For example,
British Columbia’s carbon tax was introduced in 2008 and is widely regarded as a success story.

long way to go. Only Sweden and Switzerland have a carbon price higher
than the IMF’s recommended minimum of $75 and their schemes have less
than 40% coverage.

across the world reacted with shock as fires raged in the Amazon
rainforest over August. They were outraged at Brazilian president Jair
Bolsanaro’s response (or lack thereof). Not only had Bolsonaro’s
rhetoric of exploiting the Amazon and his weakening of environmental
protections fuelled the fires, he then had the effrontery to blame the fires on NGOs — a baseless claim.
August fires are an escalation of an already alarming spike in
deforestation since Bolsonaro came to power. Wildfires are common during
the dry season, but the extent of the recent fires is not — the
Brazilian National Institute for Space Research (INPE) published data showing that fires are up 84% compared to the same time last year. Experts believe that many of the fires were deliberately lit by farmers and ranchers to clear land.
fires have thrust the issue of the destruction of the Amazon into the
spotlight and Bolsonaro has come under international pressure to address
the situation. While such pressure could help the situation, it will
only be effective if it is channelled to implement measures that persist
long after the fires are extinguished and well beyond the short
attention span of celebrities. Otherwise, any impact is likely to be a
dead cat bounce for the Amazon.
date, actions from world leaders have not been strong enough to have a
lasting and meaningful impact. Most leaders have condemned Brazil’s
handling of the issue, but Bolsonaro is not the kind of person that is
influenced by the moral outrage of the West — quite the opposite. In
response the French President Macron’s call for action, he accused the
French president of having “a colonial mindset”.
The G7 recently agreed a $20m package to help Amazon countries to fight wildfires.
However, while this package might help solve the immediate problem, it
will do little to solve the wider issue of deforestation — it is a bit
like treating the symptoms of a disease with painkillers.
Around 17% of the Amazon has been lost
in the last 50 years and there has been an alarming escalation in the
rate of deforestation since Bolsonaro came to power. Satellite data
released by the Brazilian National Institute for Space Research (INPE)
shows that deforestation increased by 88% and 278% in June and July 2019 respectively compared to the same months last year. Bolsanaro reacted by sacking the head of the INPE, Ricardo Galvão.
Amazon cannot withstand relentless deforestation indefinitely.
Scientists believe that a tipping point could be reached when the total loss reaches 20–25%. Beyond this point, the Amazon could enter a death spiral and transform into a degraded savannah.
the Amazon would have a devastating impact on the world. If it falls,
our goals to arrest global warming and biodiversity loss will almost
certainly slip beyond reach and there will be irreversible damage to
vital ecosystems and local climates. That’s not to mention the direct
impact on the millions who depend on the forest.
To avert the collapse of the Amazon, drastic action is needed to address the main drivers of deforestation — land clearing for cattle and soy.
Numerous carrot and stick approaches have been tried over the years,
but these have ultimately failed to stop further deforestation. Since
coming to power, Bolsonaro has exacerbated the issue by weakening the
‘stick’ of the already insufficient environmental penalties.

carbon tax to address a market failure. From an environmental
perspective, clearing tropical rainforest for agriculture is possibly
one of the worst exchanges of land use imaginable — such is the cost to
the environment through loss of biodiversity and carbon capture.
However, farmers and ranchers don’t bear these costs, which amounts to
are an extreme measure and are likely to hurt honest farmers who avoid
working on deforested land. However, the current predicament is
similarly serious and there are few other options left. Aside from the
environmental damage, the reckless handling of the Amazon crisis to date
threatens the lives of a million indigenous people.
Economic sanctions have previously been imposed on other countries for
less pressing matters. Besides, the tariffs could be removed in stages
if certain environmental protection goals are met.
France and Ireland have indicated that they are willing to block
the recent EU-Mercosur trade deal with the South American bloc over
Brazil’s handling of the Amazon. Doing so would send a powerful message
and would delay the reduction in existing tariffs.
China, however, has far more power to influence Brazil than Europe. China is the largest importer of Brazilian soybeans — it accounts for 80% of Brazil’s exports — and
beef. Further, the trade spat with America will increase China’s
appetite as it looks for replacement suppliers. If China threatened to
freeze imports or increase tariffs unless stronger measures are taken to
protect the Amazon, it would be virtually impossible for Bolsonaro to
practice, however, China and the West are unlikely to impose additional
tariffs or quotas on Brazil for fear of escalating global trade
tensions. UK prime minister, Boris Johnson, summed up the West’s concerns at the G7 summit
“I would be reluctant to do anything at this very difficult time for
global free trade, to cancel another trade deal.” He offered a paltry
£10m to tackle deforestation instead.
again then, it seems it will be up to communities and companies to take
action. It may be time to pray for the Amazon after all.
On 6 May 2019, the UN IPBES released a summary of its landmark global assessment report on biodiversity. The warnings were stark – as a result of human activities, nature is declining at a rate unprecedented in human history, placing a million species at risk of extinction. Put simply, nature is in trouble, therefore we’re in trouble.
Such a grave conclusion from the most comprehensive assessment of biodiversity to date should have been a wake-up call. Instead, it barely got a mention on news programmes, at least in the UK. Granted, the release coincided with the birth of Prince Harry and Meghan Markle’s son – and who doesn’t love a royal baby – but still, some perspective please BBC.
Biodiversity loss is arguably just as great a threat to
humanity as climate change. While climate change will almost certainly
exacerbate biodiversity loss, if we solve one without the other, we’ll still be

by building lots of fans that suck carbon dioxide from the air,
hurrah. If we then proceeded to carry on as normal, before long we would be facing
the threat of the collapse of nature, which could have similar consequences to
climate change: food and freshwater shortages; mass displacement; crippling
adaptation costs; and increased vulnerability to extreme weather.
Despite the significance of the threat posed by biodiversity
loss, the issue hasn’t managed to capture the public’s attention in the same
way as climate change. People have embraced specific aspects, such as plastic
pollution and palm oil, but the wider issue is yet to have its own ‘Blue Planet
II moment’. Perhaps this has to do with to our inherent sense of detachment
Modern life is convenient, far more convenient than at any
other time in human history, but such convenience leads to detachment. In a
single tap of a contactless card, we can exchange a fraction of our earnings
for food wrapped in nice little packages, practically indistinguishable from
other consumer goods. The transaction is so easy, we rarely stop to think about
the associated impact on nature; even if we wanted to find out, it would take a
lot of work to unravel.
Every second, tens of thousands of taps and clicks purchase
goods across the globe; they patter like raindrops, accumulating to a tempest
that can wipe out swathes of rainforest, deplete fish stocks, and plunder
natural resources, whilst people carry on, mostly oblivious.
Some scientists now believe that we are at the start of the
sixth mass extinction event, the first driven by human activities.
It might as well be called the “Great Wave of Apathy” – the extinction we sort
of knew was happening but couldn’t summon the collective motivation to stop. It
would make for a pretty lousy film compared to the fifth, nowhere near as dramatic
as a giant asteroid slamming into Earth.
But there is still hope – if we collectively jolt awake from
this slumber, there is still time to change course. To do so, we need to start
treating biodiversity loss as seriously as climate change.
Happily, the solutions to biodiversity loss, such as
stopping further deforestation and restoring degraded natural landscapes, have
a mutually beneficial impact on mitigating climate change. So, it is not necessarily
a case of prioritising one over the other.
Discussions about climate change should go hand in hand with
biodiversity loss. In particular, we must be careful to avoid climate change
solutions that exacerbate biodiversity loss. For example, policies that set binding
targets on biofuels are thought to have inadvertently caused significant
deforestation, which has adversely affected biodiversity.
This article discusses the drivers of biodiversity loss and

1. Why does biodiversity loss matter?
Humans are a product of the natural world – we evolved from
nature and have been shaped by our surroundings. We have come a long way, but
we are still highly reliant on nature; we are so specialised and well-adapted to
our environment that we would be helpless if put in a different one. For
example, plonk us on the surface of Mars without support and we would soon perish.
Technology can help us to survive in situations that our
bodies couldn’t ordinarily handle. For example, astronauts can survive orbiting
our planet for months at a time in the International Space Station (ISS). However,
the ISS simply replicates Earth’s natural systems – such as regulating oxygen
and carbon dioxide levels, water supply, waste management
– and is still heavily dependent on supplies from Earth. Further, the estimated
cost of the ISS spread over its lifetime is US$7.5m per crew member per day.
So, whilst it is technically feasible to live without nature
using artificial life support, the cost would be prohibitive. Even assuming we
could reduce the cost of artificial life support massively, there is no way we
could sustain our 7.7 billion (and growing) population.
Nature provides the basic conditions we need to survive for
free – it regulates the air we breathe, pollinates our crops, recycles
nutrients in the soil to maintain fertility, mitigates the impact of extreme
weather and is a source of food, medicine and materials.
Biodiversity is also important to our quality of life and
mental wellbeing. Several studies have found that spending time immersed in
nature has measurable physiological and psychological benefits
– the Japanese created the concept of “Shinrin-Yoku” or forest bathing in the

and is an important insurance policy, for example through:
Engineering solutions – Engineers have long looked to nature for solutions. Brunel drew inspiration from a shipworm to design a tunnelling shield in the 1800s; his creation was used to excavate the Thames Tunnel and the underlying concept is still used in tunnel boring machines today. More recently, chief engineer Eiji Nakatsu refashioned the nose of the Shinkansen (a.k.a. bullet train) in the shape of a Kingfisher’s beak to overcome the problem of fast trains generating a loud boom when exiting a tunnel. He also mimicked the design of owl feathers to redesign the train’s pantograph – he was a bit of a bird lover.
Medicines – Undiscovered species and natural compounds may hold the key to new medicines. Whilst most modern western medicines are produced synthetically, biomedical researchers still investigate natural compounds to create new medicines. Biodiversity could, for example, hold the key to developing drugs to overcome antimicrobial resistance.
Food security – Domestic food crops were developed over time by crossbreeding wild varieties to select desirable traits. Due to intensive monoculture farming practices, we are now heavily reliant on a small number of domesticated varieties and so are exposed to large portions of our food supply being wiped out by disease (as has happened in the past). Biodiversity provides an insurance policy for developing new disease-resistant domestic varieties.
A seminal paper in 1997 attempted to put a value on benefits provided by the world’s ecosystems and natural capital. It estimated the value of tangible benefits provided by just 17 ecological systems to be US$33 trillion per year (on average). The study was updated for data up to 2011 and the estimate was revised upwards to US$125 trillion value per annum – that’s more than the entire GDP of the world of c. US$85trillion in 2018.
We are pretty proud of our infrastructure, buildings and
gadgets and we tend to dissociate ourselves with the natural world, but in
reality, nature is still giving us a huge helping hand. It is a bit like a
mother pushing her daughter on a swing – although the daughter feels like she’s
flying all by herself, her mother is doing most of the work and gravity is doing
It is easy to take something for granted though when it has
been there your whole life, not to mention that of your parents, grandparents and
ancestors. The Holocene era spanning the last 10,000 years has been a period of
remarkable stability in the history of the Earth. This has allowed life on Earth,
including humans, to flourish – all of our recorded history is within this era.
It would be imprudent, however, to assume that it will stay
like this forever. Humans are now so numerous and pervasive, that we are driving
climate change at the same time as rapid biodiversity loss. Nature is
resilient, but it is a complex web of linkages and relies on balance, which we
have disrupted. When certain species fail, more pressure is placed on remaining
life, leaving the entire ecosystem weaker – under sustained pressure, entire
ecosystems can collapse.
For example, imagine a bed of sharp nails (pointy side up) –
provided there are enough nails, you can lie down easily enough without injury,
as your weight is distributed such that the pressure on any single nail is not
enough to puncture your skin; but if you start taking out nails one by one and
try again, well that’s going to end in tears.
The loss of the Golden Skiffia (a small fish) may sound mildly
sad, but remote, like seeing on the global weather forecast that it is going to
be stormy in Djibouti next week. However, if you look at the trend of the declining
wild populations and read research that suggests that the sixth mass extinction
is already underway, then the situation suddenly becomes more serious.
A mass extinction event could have similar consequences to
some of the worst effects of climate change: food and freshwater shortages;
displacement of millions of people; crippling adaptation costs; and reduced
protection from natural disasters. It is unclear whether the human race could
survive such an event over a sustained period. Even if we did, the world would
be a pretty bleak place – it could take several million years until
biodiversity is restored to its previous level.
2. The current state of nature
Nature is in a bad way, whichever way you look at it.
The population of wild vertebrate species has declined by
60% since 1970
and the rate of extinction in recent decades is as high as 1,000 times the
natural background rate.
Scientists believe that these observations indicate that we are at the start of
the Earth’s sixth mass extinction event.
The International Union for Conservation of Nature (IUCN)
maintains a “Red List”, which assesses the extinction threat level of different
species ranging from ‘least concerned’ to ‘critically endangered’. In its
latest update, the IUCN expanded its assessment to more than 100,000 species, almost
30% of which are threatened with extinction, 6% critically so.
Tellingly, not a single species was recorded as having an improved status. The
extinction risk for different groups of species is summarised in the chart

Extrapolating the results of the Red List to the much larger
‘not evaluated’ pool suggests that up to a million species are threatened with
extinction. Half of these extinctions could occur within decades, unless action
is taken to reduce pressure on the natural world and restore habitats.
Iconic animals such as lions, elephants, tigers, rhinos and orangutans
are all considered to be threatened species. Even the beloved koala is
threatened as a result of extensive deforestation on Australia’s East Coast,
mainly for livestock and timber.
If the current trend continues, it is likely that by the
time today’s children have children, many of the popular animals in their storybooks
will be as common in the wild as unicorns and mermaids.
Another recent study found that the insect population has
declined rapidly in recent decades, with total biomass reducing at a rate of
2.5% per annum, mainly as result of intensive agriculture and widespread usage
of chemical pesticides.
It is estimated that 40% of insect species are threatened with extinction over
the next few decades. That’s concerning news for humanity, as over 75% of global
crop types require pollinators to yield.
Tropical rainforests are also being lost at an alarming
rate, with 2016-18 being the three worst years for deforestation since records

against climate change, locking up vast amounts of carbon. The losses have
mainly been driven by clearing for cattle, palm oil and cocoa plantations.
Deforestation of the Amazon – the world’s largest rainforest
and home to more species than any other terrestrial ecosystem – has accelerated
since Bolsonaro was inaugurated as the president of Brazil. The rate of
deforestation increased by 88% in June 2019 compared to the same month last
This trend is expected to continue, as Bolsonaro has already loosened a number
of environmental protections.
3. What is causing biodiversity loss?
In one word: humans. The rapid growth in the human
population and our ever-increasing rate of consumption has had a detrimental
impact on biodiversity.
The IPBES identified five key human-related drivers of the
observed decline in nature. In order, they are:
Changes in land and sea use;
Direct exploitation (e.g. logging and fishing);
Each of these drivers are discussed in turn below.
i) Changes in land and sea use
The single largest driver of biodiversity loss for
terrestrial and freshwater ecosystems is habitat destruction through changes in
land use, predominately for the expansion of agriculture. Clearing of
biodiverse rich rainforests in Brazil and South-East Asia for cattle and palm
oil plantations respectively, has been particularly problematic.
Half of the world’s habitable land and almost three-quarters
of available freshwater resources is dedicated to agriculture. Livestock takes
up the lion’s share of that allocation – it uses almost 80% of all agricultural
land, yet only provides 20% of the global calorie intake.
Some animals are more equal than others – the chart below
shows the amount of land required to produce one gram of protein. Beef is the
real standout, requiring almost 8 times more land than pork,
which is why it has been such a prominent driver of deforestation. Beef also
emits far more greenhouse gas emissions than any other source of protein (e.g. it
is 6 times higher than pork). Beef should be thought of the coal of livestock.

Aside from agriculture, the following changes in land use
have also had a negative impact on nature:
Expansion of housing – urban areas have doubled
since 1992, with low density sprawling cities being particularly problematic.
Infrastructure – global expansion of road
and rail networks have fragmented habitats, for example, Britain’s planned HS2
railway threatens over 100 irreplaceable ancient woods.
The proliferation of dams and irrigation has affected rivers, with two-thirds
of the world’s longest rivers no longer flowing freely.
Mining – increasing demand for resources
has led to continued growth of mining, which has destroyed key habitats.
ii) Direct exploitation
When it comes to marine ecosystems, you may be surprised to read
that plastic pollution – which has recently captured the attention of the world
– is not the biggest problem. Even when combined with other types of pollution,
plastic waste doesn’t even make the top three.
The single largest threat to marine life is overfishing. David
Attenborough – who was instrumental raising the profile of plastic pollution –
emphasised this point during a speech at the World Economic Forum in January
2019. Over 30% of fish stocks are overfished, while a further 60% are being
harvested to the maximum sustainable limit.
Exploitation of resources on land, such as logging, is the
second largest driver of the decline in terrestrial ecosystems.
iii) Climate change
Climate change is the third largest driver of the decline of
all types of ecosystems. You may be surprised it is not higher. However, this finding
is based on the level of warming experienced to date; it is a not
forward-looking measure. If climate change continues unabated, it will have a growing
impact on biodiversity. I discussed the threat of climate change in detail in a
Pollution is the fourth largest contributor to the decline
in nature for all ecosystems. Widespread dumping of toxic chemicals, heavy
metals and other industrial waste is having a significant adverse effect on both
marine and terrestrial life.
For example, run-off from chemical fertilisers used in the
agricultural production has led to algal blooms, which suffocate other marine
life and cause ocean ‘dead-zones’. One of the largest dead-zones is an area of
more than 20,000 square kilometres in the Gulf of Mexico.
Plastic pollution is a growing problem, particularly for
marine life – the amount of plastic pollution in the oceans has increased
tenfold since 1980.
The impact of microplastics, which have already entered food chains, is not
well understood at this stage.
v) Invasive species
The fifth largest driver of biodiversity loss is invasive
species, which can have a detrimental impact on local ecosystems, particularly
on islands and other remote and isolated areas.
One well-known (and self-inflicted) example of an invasive
species is the cane toad in Australia, which even featured on an episode of The
In 1935, cane toads were deliberately introduced in an
attempt to control the native cane beetle, which was attacking sugar cane
crops. As it turned out, cane toads were pretty hopeless at controlling cane
beetles (they couldn’t jump high enough reach them), but they were exceptionally
good at proliferating. Cane toads multiplied and spread and can now be found in
4 states with a population of more than 200 million.
Cane toads are poisonous and are particularly problematic
for native wildlife, who haven’t yet developed the instinctive knowledge to
avoid eating them. Various methods have been trialled to control cane toads,
including cane toad golf, with little success.
4. Potential solutions
Mitigating biodiversity loss needn’t be a choice between
humans and wildlife – that is not the right way to look at the problem. If we
took steps to change our consumption patterns and to limit future population
growth, for example through
improving global education rates, then there would be plenty of room for
both humans and nature to thrive.
Rising to this challenge will not be easy, but for the sake
of both nature and humanity, we simply must do it. The human population has doubled since 1970
and so we have to adjust our way of life accordingly – like a lot of things
people did in the ‘70s, actions that have a disproportionate impact on the
environment are no longer acceptable.
Changing our diets
The single largest action that we could take to restore biodiversity
is to eat less meat. As discussed previously, livestock uses almost 80% of all
agricultural land yet produces only 20% of the global calorie intake. In
addition, livestock produces almost a fifth of global greenhouse emissions.
Cutting our meat intake would have substantial benefits for both biodiversity
and climate change.
A study commissioned by medical journal The Lancet recently led
to the development of a science-based diet that focuses on both health and
it is the first of its kind and has since been dubbed the ‘planetary diet’. The
planetary diet calls for a significant reduction in red meat (a 77% reduction
for Europeans) and sugar, replaced by higher consumption of vegetables, fruit,
pulses and nuts.
Although the planetary diet (or similar) would go a long way
to addressing biodiversity loss and would also help mitigate client change, it
would be virtually impossible for democratic governments to encourage
widespread adoption of a (mostly) plant-based diet. I can just see the protests
“they may take our lives, but they’ll never take our… cheeseburgers”.
Perhaps a simpler and more effective measure would be to
phase-out subsidies for livestock and fishing. The EU alone spends a fifth of
its budget, or c£24bn of taxpayers’ money, to support livestock,
while global subsidies for fisheries total US$35 bn (in 2009 dollars).
As a result, meat and seafood are far cheaper than they should be.
Without subsidies, the price of meat and seafood would
increase to a level that better reflects the cost of production.
Consumers would then naturally substitute meat for plant-based alternatives,
thus achieving the net effect of adopting a healthier and more planet-friendly
Further, the money saved from removing subsidies could be
redirected to providing additional services, tax-cuts or even climate change
and biodiversity mitigation programmes.
Cut food waste
Almost one-third of the food produced for human consumption
is wasted. In
other words, a third of agricultural land is dedicated to producing food that
is thrown out. Against a backdrop of declining biodiversity, runaway greenhouse
gas emissions and a world where millions are starving, such wastage is egregious.
Globally, the majority of food waste occurs prior to
reaching consumers, for example due to unrealistic aesthetic standards and uneconomic
prices during supply gluts. However, consumers in developed countries also waste
40% of the food they purchase; the amount thrown away is equivalent to the
total net food production of sub-Saharan Africa.
The seemingly obvious act of not wasting food would have a
positive impact on both biodiversity and climate change. Think of all of the redundant
farmland that could be used to plant trees and restore natural habitats.
Governments, producers and consumers all need to do their
part to address food wastage and find more sustainable solutions – such
excessive wastage cannot continue.
Creating protected zones for wildlife
Nature has shown it has the ability to recover if left alone.
For example, while the 4km wide demilitarised zone (DMZ) dividing the two
Koreas is a no-go for humans, it has become a haven for wildlife. A rare
Asiatic black bear was recently photographed in the DMZ by an unmanned camera,
indicating a healthy ecosystem. The DMZ is thought to be home to more than
5,000 different plant and animal species.
Now, that’s not to say the world needs more DMZs or disaster
areas – creating national parks and marine sanctuaries would have the same
effect. Dedicated conservation areas protect wildlife from destructive human
activities, such as logging and fishing, and give nature the chance to recover.
One particular proposal that is close to my heart is the Great Forest National Park
in my home state, Victoria, Australia. This park would protect a large section
of Victoria’s native forests from a rampant and loss-making logging industry
and would secure the habitat of the critically endangered Leadbeater’s Possum.
The park is supported by Sir David Attenborough, Dr Jane Goodall and 70% of
Victorian voters, yet the government still cannot seem find the courage to
implement the proposal.
Rewilding as a solution to biodiversity and climate
Restoring natural habitats, or rewilding, would help slow
biodiversity loss and capture carbon dioxide at the same time. Natural
landscapes, such as forests, mangroves, peatlands and meadows have enormous
potential to support biodiversity and store carbon.
A group called Rewilding Britain calls for farming subsidies
to be redirected towards creating native woodlands and meadows.
It believes that up to a quarter of UK’s land could be restored to nature,
making a significant contribution to cutting the nation’s greenhouse gas
emissions to zero.
Following a similar theme, a group of scientists, artists
and activists (including Greta Thunberg) wrote an open letter calling for
rewilding as a solution to the climate change and biodiversity crises.
There is even an open
UK parliament petition calling for rewilding as a solution – at the time of
writing it has over 100,000 signatures, which means it will be debated in
A recent study found that restoring forests through planting
billions of trees would be by far the cheapest way to tackle climate change and
it could be done without encroaching on farmland or urban areas. Such a solution would also have a positive
effect on biodiversity, provided the restoration was carefully managed –
planting monoculture forests on already biodiverse-rich areas (such as native
meadows and grasslands) could inadvertently have an adverse impact on biodiversity.
Not all solutions need to be on such a grand scale; sometimes
the little things are just as important. For example, I’ve noticed in my local
park this year, the council has planted large areas with wildflower seeds and
have let them grow freely over the summer. They’re a joy to look at and they
support a wealth of life – each time I walk past I see bumblebees and
butterflies and hear the buzz of thousands of insects. The banks require far less
maintenance, as there is no need to mow or use herbicides, so it is a win-win.
Agreement’ for biodiversity
The closest thing we have to a global agreement on
biodiversity is the Convention on Biological Diversity (CBD), which started in
1993. At the tenth Conference of Parties (COP), a revised plan for biodiversity
was adopted, which included 20 targets for the period 2011-20, called the ‘Aichi
Targets’. The targets are grouped into five themes, all designed to address

over 50 subgoals have been rated as ‘good progress’ or green and not a single
target has been rated as green overall.
I’ve read my fair share of RAG (Red-Amber-Green status) reports over the years,
but I can’t recall seeing one quite as bad as this one.
It is clear that far stronger global action is needed to
address the challenge of biodiversity loss. The world needs the equivalent of a
Paris Agreement for Biodiversity.
5. What you can do to help
There are a number of steps that you can take to reduce your
impact on nature and mitigate biodiversity loss:
Change your diet – Eating less meat is probably the single largest thing you can do to help nature. If you can’t contemplate going vegan or vegetarian, consider one or more meat-free days a week and switching to meats with a lower impact – chicken is far better than beef for example. In addition, try to buy organic produce if you have the means to – organic food is produced without chemical pesticides and so it is far better for insects and soil fertility.
Have a conversation about biodiversity – it is important that we escalate the issue of biodiversity loss. Biodiversity loss and climate change should be discussed in unison and join solutions developed.
Consider supporting a charity – there are lots of good environmental charities out there. They broadly fall into the categories of direct habitat maintenance and restoration (e.g. Woodland Trust and RSBP), lobbying (e.g. Wilderness Society) and conservation (e.g. WWF).
Go wild – If you’re lucky enough to have a garden, consider planting flowers, shrubs and trees that are native to your area. This will act like an island haven for wildlife enabling safe passage through the urban area safely. I’ve lived in apartments ever since moving out of home many years ago, but I still grow flowers and plants on my balcony, which are visited by birds and bees.
Read – there are lots of good books on biodiversity. If I had to recommend one, it would actually be a fiction book called “The Overstory” by Richard Powers. It is beautifully written and will almost certainly make you think about trees differently. It won the 2019 Pulitzer Prize for fiction and came close to winning the Man Booker Prize in 2018.
Look for sustainable labels – certification schemes are far from perfect, but at the very least, they ensure that certain minimum criteria are met. For paper and wood, FSC certification is the definitive scheme (FSC 100% and FSC recycled are best, while FSC mix is weakest). Rainforest Alliance and UTZ are good for food, coffee and cocoa, while Marine Stewardship Council is the main scheme for sustainable fishing. RSPO promotes sustainable palm oil.

the air using a series of large fans. However, somewhat perversely, the CO2
captured by the pilot plant is being used to help extract more oil from the
ground. In order to have a material impact on climate change, the cost per
tonne of CO2 captured will need to reduce significantly, and of the
extracted CO2 will need to put to better use.

Climate change is an existential threat and a great moral
challenge. We have known this with confidence for decades:
Scientists first discovered the ‘greenhouse
effect’ in the 19th century;
Scientific advisors warned the US President in
1965 that it “could be deleterious” for humans;
By the 1980’s it had become a mainstream issue;
In 1988, NASA scientist James Hansen told a US Senate
Committee that there is clear evidence that the greenhouse effect “is changing
our climate now”.
Despite the gravity of the situation, we have not made meaningful
progress in combating climate change over the last 50 years – since 1970,
global annual CO2 emissions have more than doubled,
largely driven by population and economic growth.
Global average temperatures have already increased by 1°C relative to
Time is running out. The next decade will be decisive – if
we don’t step up, our ability to mitigate climate change will permanently slip beyond
our reach. Global CO2 emissions need to halve by 2030 (relative to
2010 levels) and then fall to net zero by 2050 if we are to limit warming to
1.5 °C above pre-industrial levels.
To put the enormity of the challenge in context, global emissions increased by
3% in 2018.
To have any chance of achieving the required reduction in
emissions, we must first understand the reasons for our lack of progress to
date. We can then rectify these weaknesses in our future strategy.

1. Our experience over the last half-century
While there have been some positives in the fight against
climate change over the last 50 years, the chart below of annual global CO2
emissions is telling. By all logic, the line should have levelled off and started
reducing after the 1980’s, when we became fully aware of the serious nature of
climate change and how to mitigate it, but instead it has increased

doubled since 1970. Granted, the global population also doubled over that
which hasn’t helped (as
discussed in a previous post), but regardless, we should have managed to
significantly reduce per capita emissions by now. Figure 2 indicates otherwise.

There has only been a marginal reduction in per capita
emissions in the EU and the USA since 1970. Further, we observe disparity amongst
developing nations – in 2017, Australians and Americans emitted more than twice
as much CO2 per person as their European counterparts.
Another key observation is that there has been a sharp
increase for China and Japan, corresponding to their respective economic boom
periods. Meanwhile, per capita emissions are slowly, but surely increasing in
India as its economy grows.
These results demonstrate that we haven’t been able to significantly
reduce per capita emissions nor break the link with economic growth. Until we
achieve this, it is inevitable that emissions will rise as the global population
and economy grow.
2. Drivers of our lack of progress to date
We have known about the significant threat that climate
change poses for more than 50 years, but still we have failed take meaningful
action. Taking an outside view, this seems irrational, reckless and out of step
with how humanity usually deals with its problems. So, there must be a good
reason for it.
Some would argue that climate change is just too complex and
difficult to solve, that carbon is inextricably linked with our economy and
lifestyles and so decarbonising is virtually impossible. But humanity has
previously solved large complex issues countless times in history and people have
shown a remarkable ability to sacrifice when called upon (e.g. during natural
disasters and world wars), so that can’t be the full story.
Lobby groups and influential individuals with vested
interests have no doubt played a huge part in hindering progress. But then
again, although lobby groups are powerful, they have been overcome in the past
– for example, the public health campaign against smoking has been relatively successful
in overcoming lobby groups over time.
I believe that main reason we haven’t seen any meaningful
progress is due to the long-term and abstract nature of the issue. The worst
effects of climate change will not emerge for decades and the largest
contributors and today’s leaders will not suffer proportionate consequences –
it is the children of today and the poorest nations who will bear the greatest burden.
The BoE Governor, Mark Carney, called this dilemma the “tragedy of horizon” in
a speech at Lloyd’s of London on the financial risks of climate change.
Humans are not naturally well equipped to deal with abstract
problems with such long horizons. We are hard-wired to respond to immediate
threats – say,is that a tiger in those bushes? – and to prepare for short-term
relatively predictable events, like surviving the winter.
To give an illustration, if an alien leader and its army
landed on Earth, clicked its fingers and instantly wiped out half of all animals,
then there would be a massive call to arms and we would destroy the threat or
die trying. Yet, in the real world, as
we have gone about our daily lives, we have unwittingly and gradually wiped out
more than half of the population of wild animals since 1970,
a fact that has largely been greeted with apathy or in some cases mild alarm,
before scrolling on to a cat video.
That doesn’t mean we can’t ever solve climate change. We do
not operate solely on instincts and we are able to control our animal urges after
all. Indeed, a defining trait of humanity is the ability to contemplate our own
We are therefore perfectly capable of considering and
responding to longer term threats to our existence, such as climate change. It
is just that doing so is more difficult and requires a deeper level of thinking
We already apply this type of long-term thinking throughout
our lives, for example, when we save for retirement, when we buy life insurance
and when we control our expenditure so that we can afford to pay off a 30-year
mortgage. The same structure can be applied to mitigating climate change.
For this type of thinking to be successful, however, it requires
the following at a minimum:
A clear understanding of the problem or objective – e.g. I need a 30-year mortgage in order to buy this house;
A realistic and measurable pathway to achieving it, so we can control our short-term behaviour – e.g. I need to pay £X each month for the next 30 years.
Clear consequences of straying from the pathway – e.g. if I fall behind in my mortgage repayments, the bank will foreclose my property.
In terms of mitigating climate change, we have reason to be
both hopeful and fearful. Hopeful, because we already have all of the tools and
information to support the requirements above – we have extensive research and
a framework for global co-operation. Fearful, because collectively we do not
seem to clearly understand all three requirements and have not fully committed
3. The role of the
The Paris Agreement is the single most important framework that
we have for mitigating climate change.
At the 21st Conference of the Parties of the UNFCCC in Paris
on 21 December 2015, 196 state parties agreed to a long-term goal of keeping
the increase in global average temperatures to well below 2°C relative to
pre-industrial times and to limit the increase to 1.5 °C. The agreement has
since been widely referred to as the Paris Agreement.
The target of 1.5°C was explicitly referenced, as it is the
upper limit of warming of what climate scientists consider to be “safe”. The
risks of going even 0.5 degrees beyond this are significant – at 2°C, it is
extremely likely that we will lose our warm-water coral reefs forever along with
other sensitive and threatened ecosystems (e.g. in the artic region).
Aside from setting a clear direction, the long-term goal of the
agreement sends a signal to financial markets, so that the emissions reduction pathway
can be factored in when making investment decisions. This is important to
facilitate the transition to a low carbon economy in an orderly manner.
Under the Paris Agreement, each country must determine their
own reduction targets, called Nationally Determined Contributions (NDCs), that
are in line with achieving the wider objective of the Agreement.
The NDCs are required to be “ambitious” and “represent a
progression over time”.
They are re-evaluated every 5 years and are subject to a global stocktake.
The Paris Agreement is far from perfect, however, and does not
guarantee success. Major criticisms include:
Signatories have too much autonomy in setting
There is no enforcement mechanism; and
NDCs are non-binding under international law.
To continue with the previous mortgage example, it is a bit
like a bank telling the borrower to set their own repayment plan, not checking
if the proposed pre-payments are sufficient and then not taking any action if
the borrower misses their repayments. While that sounds wonderful from a borrower’s
perspective, it is not viable and would cause the bank and possibly the wider economy
In a similar vein, the fundamental flaws of the Paris
Agreement leave it susceptible to rent-seeking behaviour and hence reduce the
likelihood of success.
If we compare the Paris Agreement against the three
requirements to solve a problem with a long horizon discussed in the previous
section, it does not perform well.
In summary, while the Paris Agreement is an important step
and is the best shot that we have at mitigating climate change, it has
fundamental flaws and so it is by no means certain that it will achieve its
objectives. This means that significant efforts are still required to ensure
that the world remains on track to reducing emissions.
4. Prognosis of meeting
the Paris objectives
In order to limit the increase in global average
temperatures to 1.5°C, in line with the Paris Agreement objective, global CO2
emissions need to almost halve by 2030 (relative to 2010 levels) and reach net
zero by 2050.
This assumes an ‘orderly transition’ pathway, which minimises the cost of
decarbonising the economy as well as avoiding the high future costs associated
with the physical impacts of climate change.
Based on the experience and commitments to date, the prognosis
of meeting the Paris Agreement objectives is not good. The world is currently
heading towards warming of more than 3°C and that’s if countries meet their targets
and do not withdraw from the agreement. The difference between 1.5°C and 3°C may
not sound like much, particularly given the daily fluctuations in temperatures
we experience, but the outcomes are worlds apart (see figure 5).
This result probably does not come as a surprise given our
historical lack of progress with reducing CO2 emissions and the
limitations of the Paris Agreement discussed previously. There are three key areas
The pledges/NDCs are not strong enough – the combined NDCs translate to more than 3°C warming by 2100, as shown in the chart below.
Most countries are not even on track to meet the low bar – Only 6 of the G20 nations, which together account for c80% of global emissions, are on track to meet their NDC targets: Brazil, China, Japan, India, Russia and Turkey.
The USA has withdrawn from the Paris Agreement – Donald Trump withdrew the USA, which is the second largest emitter of greenhouse gases, from the Paris Agreement in 2017. It is conceivable that other nations could withdraw following changes in political tides.

While the progress to date has been poor, there is still
hope – signatories are due to review and update their NDCs next year. If there
is enough pressure and momentum, then nations are likely to strengthen their
targets to be more consistent with the required emissions reduction trajectory.
There some encouraging signs. For example, the independent adviser to the UK government on climate change (the CCC) recently recommended that the UK adopts a legally binding target of net zero emissions by 2050. If the recommendation is adopted, the country that unleashed the problem of climate change on the world through the industrial revolution, will be one of the first major emitters to stop contributing to it, which has an almost poetic symmetry.
France, Sweden, Denmark, the wider EU and the state of
California have also proposed (though not agreed) a target of net zero greenhouse
gas (GHG) emissions by 2050, while New Zealand is currently considering a
The IPCC also explored scenarios where it takes longer for global emissions to peak – it calls these ‘overshoot’ scenarios. Under these scenarios, it is still theoretically possible to limit warming to 1.5°C, but these place large reliance on as yet unproven methods to generate large negative emissions after 2050. So, in a way, they just kick the can down the road for the next generation to deal with and rely on a technological breakthrough. Figure 4 below shows a range of scenarios.

In conclusion, although there is still hope, the situation is
grave. At this point, the most likely outcome is that the world is heading
towards more than 3°C warming by 2100. We effectively only have a decade to get
GHG emissions under control if we are to limit warming to 1.5°C – even the
longest overshoot scenarios shown in Figure 4 require emissions to peak before
2030. If we don’t drastically change course within the next decade, a 1.5°C world
will slip beyond reach. Considering the scale of the challenge and the relatively
long lead time to finance and implement new technology, it will be the fight of
5. Is it time to
declare a climate emergency?
When a long-term plan looks set to fail, one effective
strategy is to declare a crisis, which makes the problem more immediate and
hence naturally easier to respond to.
Some groups would argue that declaring a climate crisis is
exactly what we need. Extinction Rebellion, a climate activist group, ran a 10-day
campaign of organised civil disobedience over April in London.
are: (i) to declare a climate emergency and communicate the urgency of change; (ii)
to halt biodiversity loss and reduce net greenhouse gas emissions to zero by
2025; and (iii) to create a citizens’ assembly that effectively gives control
of the issue to an independent body thus making it apolitical.
The media paints Extinction Rebellion as an extreme group,
but their core demands certainly don’t seem that way, except perhaps for their
proposed emissions reduction trajectory, which is steeper than the IPCC 1.5°C
Elsewhere, Greta Thunberg, a schoolgirl from Sweden, inspired
students across the globe to strike to demand action on climate change.
In a speech to UK members of parliament (MPs),
Greta passionately explained the disproportionate effect that climate change
will have on her generation and the need to declare a climate crisis.
Following these events, UK parliament approved a motion to
declare an environment and climate emergency.
However, the motion does not legally oblige the government to act and is hence

the urgency it needs to put stronger, binding and consistent targets in place
to achieve the objectives of the Paris Agreement. Sure, there is a risk that
this will be seen as alarmist, but the risk of continued inaction through
apathy is arguably higher at this point.
The table below highlights some of the physical effects of
climate change under different warming scenarios and is a stark reminder of
what is at stake. The next decade will determine what future world Greta and
her generation will live in.

An orderly transition to a 1.5°C is the best-case outcome,
for the planet, our wellbeing and the economy – we must do all we can to
To maintain the status-quo and continue on a 3°C or higher
trajectory would be to knowingly inflict millions of additional deaths, more
frequent natural disasters and crippling costs on the poorest nations and
future generations, which to me, seems morally repugnant.
6. What can you do?
If you’d like to make sure we get back on track to meeting
the objectives of the Paris Agreement, there is a lot you can do to help:
your political leaders and vote – it is essential that countries strengthen
their pledges/NDCs in the next round and take greater accountability in meeting
them. Leaders are elected by the people, so if you make climate change a top
issue, then they’ll have to listen. If you are in the USA, then campaigning to
re-join the Paris Agreement is the first priority.

from fossil fuel projects to renewables would go a long way to supporting the
transition to a low-carbon economy. If this issue is important to you and/or if
you are concerned about the viability of carbon-intense business models in a
Paris Agreement world, then consider your various investments (e.g. your pension
or superannuation). Most providers offer various investment options that impose
minimum environmental, social and governance (ESG) criteria and/or only invest
in companies that have Paris Agreement compliant business models. Consider
speaking to a financial adviser before making any decisions.

that changes the world. Setting your own emissions reduction plan will contribute

The physical capabilities of humans are lacklustre compared to most animals – we are not the strongest, nor the fastest and our senses are not the sharpest. In a bare-handed confrontation with a lion, for instance, a human would not fare well. Yet through our cunning, cooperation and resourcefulness, we have become unrivalled.
In the early stages of human history, our ability to create stone
tools and control fire gave us a significant survival advantage. These skills
enabled us to become effective hunter-gatherers and to prosper.
Over time, our technology improved and our influence grew.
The advent of farming around 10,000 BC enabled us to better control our food
supply and to settle in communities, thereby increasing our population.
The Industrial Revolution, which started around the middle of the 18th century, was a watershed in human history. By harnessing the power of machines and unleashing the condensed energy within fossil fuels, we supercharged our advancement and the population exploded, growing from 1 billion to 7 billion over a period of just 200 years.
The unprecedented growth in our population and consumption over the last two centuries has had a devastating impact on our planet. It has been a key driver of a number of environmental issues, including: climate change, deforestation, loss of biodiversity, depletion of fish stocks and widespread plastic pollution.

It seems obvious that our environmental problems will become
more difficult to solve as the human population continues to grow to 10 billion
yet the link is rarely mentioned. Why?
For one thing, all human life is sacred; everyone deserves the
chance to live a long and happy life, to love and to raise a family. The
concept that the simple state of being has an adverse effect on the planet is
difficult to come to terms with. It is comparatively easier to look at ways to
reduce our impact or to focus on specific causes of environmental problems,
such as burning fossil fuels.
If we are to have any hope of tackling environmental issues
and feeding the world, however, we must at least consider whether there are any
ethical and feasible solutions to curtail population growth – we must address
the elephant in the room. There is no escaping the fact that our planet has
finite resources and hence there is a natural limit to how many people it can

1. The link between
the human population and the environment
Rapid growth in the human population has had a pernicious
effect on the natural world. Since 1970, the human population has almost
doubled, while over the same period, the population of the natural world has
dropped by 60%. The
effect has been more pronounced in South and Central America, where wildlife
has suffered an 89% decrease.
At this rate, humans are on track to cause the sixth mass-extinction
event (or the Holocene extinction).
It is difficult to see how the natural world will survive the triple threat of
climate change, a further doubling of the human population and the snowball
effect of collapsing ecosystems.
While humans are not physically large – standing shoulder to
shoulder, the entire population could fit into an area the size of Los Angeles
– we cast a long shadow. We need a lot of space and resources to sustain our
lifestyles (e.g. for housing and land for agriculture to feed us), especially
in the developed world. So, it unsurprising then that as the human population
has grown, deforestation and habitat loss has increased, decimating the
populations of other species in the process. We have effectively taken space and
resources away from the natural world.
The charts below show how growth the human population and
our consumption is linked to the deterioration of a number of key environmental
indicators, including: degradation of ecosystems, increased loss of tropical
forests and increased acidification of the ocean.
One way to assess the sustainability of our combined impact
is to compare the level at which we consume resources and generate waste with
the natural capacity of our planet. This concept is referred to as our
On this metric, we are running a large ecological budget
deficit: we would need 1.7 earths to sustain our current consumption patterns. In other words, we are living well beyond our
means and are only supporting this by raiding the planetary savings account that
has been built up over billions of years, which clearly is not sustainable –
you cannot live off garage sales forever.
We have depleted fish stocks, cleared forests for pastures, drained
inland lakes and acquirers, melted glaciers and have irrigated rivers until
they run dry. Even if we get back into the black, it will take these reserves
centuries, or even millennia, to recover.
The Global Footprint Network produces a metric called ‘earth
overshoot day’, which measures the point in the year when we exceed our annual
budget, i.e. when our consumption exceeds the natural capacity of the planet.
In 1970, when the global population was around 3.7 bn, we were just about
breaking even. Now, as our population draws closer to 7.7 bn, we are blowing our
annual budget by the 1st of August.
As the chart below shows, the day that we have exceeded our
annual budget has moved ever forward as the population has increased.
The relationship between our ecological impact and our
population is a simple one: our total ecological footprint is the product of
the global population and the average footprint per capital. Despite this, we tend
to avoid linking population growth with environmental issues; we typically
focus on measures to change our consumption and reduce our impact.
While measures to reduce our individual impact are
beneficial and absolutely necessary, it is also important to consider that if
our population were to double again, we would need to halve our average
individual impact just to tread water. We would then need to halve our impact
again to balance the ecological books.
It is unclear exactly how long we can continue to live beyond
the means of the planet. The longer we do so and as the gap widens, the more
difficult it will be for all life on earth, including humans. And it is the
poorest who will be disproportionally impacted.
As our population and ecological footprint increases, we are
more likely to face critical shortages of fresh water, widespread famine, epidemics
and more frequent wars and civil unrest over dwindling resources.
Further, the capacity of the earth to support life is likely
to decrease over time with the effects of climate change, biodiversity loss and
the depletion of natural resources – think of this as the effect of credit card
debt catching up with us. The effect of climate change only increases the
magnitude of the challenge of reaching a sustainable level of consumption.
In his book, ‘An Essay on the Principle of Population’,
Thomas Malthus argued that humans have a tendency to utilise abundance of
resources for population growth rather than maintain a higher standard of
living. He wrote:
“That population does
invariably increase where there are the means of subsistence, the history of
every people that have ever existed will abundantly prove.
And that the superior
power of population cannot be checked without producing misery or vice…”
In other words, Malthus was not optimistic
that humankind could prevent itself from reaching its natural limit, which he
believed would inevitably result in misery (e.g. famine, disease and war).
Malthus’ theory reminds us that we cannot
ignore the impact of population growth if we are to avoid a scenario where
‘misery’ limits our population for us. Such a scenario would be devasting for
both humans and the natural world.
It took 200,000 years for the human population to reach 1
billion and only 200 more years for it to increase to 7 billion.
Modern humans evolved in Africa around 200,000 years ago and
began migrating across the earth. To start with, we were hunter-gatherers and
our population was low: less than 1 million.
There were two significant events in human history that led
to rapid population growth:
a) The agricultural revolution – the advent of farming around 10,000 BC provided a more stable and controllable source of food. It allowed humans to settle in communities increasing the supportable density of populations.
Over several thousand years, agricultural practices improved and spread from the Middle East across the globe and the population increased to around 700m by the mid-1700s
b) The industrial revolution – the industrial revolution, which started around 1760 led to exponential growth in the human population, through improvements in medicine and food production, transportation and storage, which reduced mortality rates, particularly for infants.

3. Projected future
Future population growth is inherently uncertain and so all projections
must make assumptions regarding changes in the key drivers of the population. The
three main drivers are:
i) Mortality rates (i.e. percentage of deaths in the population per annum)
Improvements in mortality rates increase
the average length of time that a person is expected to live (“life
expectancy”) and therefore cause the population to grow.
Life expectancies have improved dramatically
over the last few centuries,
mostly driven by advances in medicine and technology. This has been a
significant contributor to the increase in the steady-state population. For
example, 200 years ago, it would be common for a child and their parents to walk
the earth together. Now, a child is likely to be able to share a meal with
their parents, their grandparents and even their great grandparents.
Mortality rates are expected to continue to
improve, albeit at a slower rate. Hence, mortality improvements are likely to
have relatively smaller impact on future population growth.
ii) Fertility rates
If the number of live births per woman
(Total Fertility Rate, or “TFR”) is greater than the rate needed to sustain the
population (the “Replacement Rate”), the population will grow. The Replacement
Rate is linked to mortality rates – if there was no female mortality between
birth and childbearing age, the rate would be 2.0. In developed nations, the
replacement rate is close to 2.1, while the global average replacement rate is

currently 2.5 and hence the steady-state population is increasing. However, the
TFR varies significantly by country and region, leading to vast differences in
population growth across the planet.
In the developed world, the TFR is less than
2, but in the least developed nations it is closer to 4. In Niger, the TFR is
over 7 live births per woman.

iii) Population momentum – The population changes as it moves from the current level to the steady-state (or equilibrium). This effect is referred to as population momentum and explains why the population can continue to grow even if mortality rates have stabilised and the total fertility rate has settled at the replacement rate. Momentum effects can continue for decades where there is a significant demographic transition and where the difference between the current and steady-state is large.
The UN performs biennial projections of the world population,
which take into account estimated changes in all three key drivers of growth
(i.e. mortality rates, total fertility rates and population momentum). The
chart below shows the projections from the latest revision in 2017.
In the best estimate scenario (i.e. 50/50 chance of being
too high or low), the population is projected to reach around 10 billion people
by 2050 and peak at just over 11 billion people in 2100. This scenario assumes
that the TFR drops from 2.5 live births per woman to 2.2 in 2050 and then to
2.0 by 2100.
If the estimated TFR is underestimated by just 0.5 live
births per woman, then the population will reach 16.5 billion by 2100. And if
the total fertility rate remains at the current level, the population will
continue to increase and will reach 26 billion by 2100.
All of the UN scenarios assume the population continues to
grow unencumbered, i.e. that the growth can be supported by the planet’s
existing limited resources. However, as discussed previously, this seems
unlikely, particularly in the constant fertility scenario (with 26 billion
people by 2100) – if growth continues at this rate, then ‘misery’ is likely to
impose a natural limit on the population.
4. Ethical options
for curtailing population growth
There are no easy options for limiting our population to a
sustainable level. Immediately ruling out a Soylent Green type scenario
of state ‘encouraged’ euthanasia, the only ethical way to arrest population
growth is to transition to a global average total fertility rate of fewer than
2 live births per woman.
Some countries have implemented policies to restrict
fertility rates, most notably China with its one-child policy (1978-2014),
which was subsequently increased to a two-child policy. The one-child policy
has been successful in curbing China’s population growth – government officials
estimate that China’s population would be 400 million higher today without the
policy. However, the policy has been contentious and is not without critics.
It is doubtful whether strict population controls could be
applied in democratic countries. These policies ultimately take away a woman’s
right to choose, are questionable from an ethical standpoint and are unpopular
– people would rather the government stays out of our bedrooms.
A potential method to influence the total fertility rate in
a more positive and ethical way is through investing in education and the
empowerment of women. Historical data across regions clearly shows a strong negative
correlation between years of education and total fertility rate, as seen in the
chart below. That is, women who attain a higher level of education are more
likely to have smaller families. For
example, in Ghana, the total fertility rate of women with a high school
education is 2-3 compared to 6 for women with no education.
While there is some debate as to whether the relationship between
education and fertility rates is a causal one
(i.e. whether higher education drives lower fertility rates), there are a
number of qualitative reasons as to why this is likely to be the case. Women
who attain a higher level of education:
Are better able to support themselves and are
more likely to feel empowered to assert their views on important topics such as
their preferred family size;
Have greater knowledge of modern birth control
methods and are more likely to utilise, these;
Have better employment prospects and hence a
higher opportunity cost of bearing children (e.g. educated women are more
likely to delay having children until they establish their careers);
Are better able to support their children
(through higher incomes and better knowledge of prenatal and child care) and are
therefore more confident that their children will survive; and
Have a wider and more informed view of their
ideal family size, through greater exposure to their community and global
Austrian based research centres, the International Institute
for Applied Systems (IIASA) and the Wittgenstein Centre (WC), include the link
between education level and fertility rates in their highly-regarded population
projections. Their projections consider global trends in education and how
these are likely to affect total fertility rates. They define a number of
scenarios around future education:
educational development – An optimistic scenario where developing countries
accelerate their investment in education and achieve a similar rate of
improvement to that achieved by standout countries, such as South Korea, in recent
estimate (or Global Education Trend) – Developing countries continue to
improve education levels at the historical average rates observed for more
educational development – The improvement in education levels for
developing countries is slower than the historical average and fertility rates
The chart below shows the population projections for the
three different scenarios alongside the UN best estimate case, for reference.
The WC and IIASA best estimate projection indicates a slower
population growth profile than the UN best estimate, with the global population
peaking at 9.4 bn in 2070. Under a more optimistic scenario, where education
levels improve at a higher rate, the population peaks at 8.5 bn in 2055 before
falling below current levels by 2100. However, if improvements in education
stagnate, then the fertility rate is estimated to remain above 2 and the
population continues to grow beyond 12.8bn after 2100.
These projections and the historical correlation data demonstrate the crucial role that investing in education and empowering women could play in limiting the human population to a sustainable level. In the accelerated education scenario, the population peaks at 8.5bn, just 0.8bn higher than today and solving our environmental issues and eradicating poverty seem just that bit more achievable.
Even if this solution is less effective at reducing
population growth than expected, it would lead to a better educated population
and would improve gender equality – significant benefits in their own right.
5. What you can do
There are three easy and effective steps that everyone,
regardless of age or gender, can take:
Reduce your impacton the environment – as our population continues to grow, it becomes increasingly important to take steps to reduce our average ecological footprint. Everyone can take steps to reduce their ecological footprint and this blog will discuss different ways to do so in future entries.
Have a conversation about population – it is important that we discuss the link between population growth and environmental issues, such as climate change. Admitting a problem is the first step to solving it. We should encourage governments to invest in education in developing nations and combat religious or societal practices that encourage procreation and/or create barriers to access contraception. For example, linking regular aid allocations to educational and social development goals could help foster a longer-term solution to alleviating poverty.
